You can install the bike and rack as you describe, but as a final step, you will need to pull the arm that secures the bike to the carrier toward you until you hear two clicks. This will ensure that the front of the bike tire is tightly held against the tailgate, as described in the instructions. I spoke with my contact at Swagman and he said the Swagman bike rack # S64702 is basically a pressure mount bike rack, but you do have the option of drilling and using the included mounting hardware for a more permanent and stable mount. If you decide to drill you will have to drill through your spray in bedliner per the instructions.
